Heather Perfetti

Dr. Heather Perfetti is the President of the Middle States Commission on Higher Education (MSCHE), a role she has held since July 1, 2020. With extensive experience in higher education, Dr. Perfetti has significantly impacted various areas including academic and student affairs, faculty affairs, legal and regulatory affairs, strategic planning, policy development, and organizational change management.
Dr. Perfetti holds a Doctor of Education (Ed.D.) with a specialization in Higher Education Leadership from Northcentral University, a Juris Doctor (J.D.) from the University of Mississippi School of Law, a Master of Science in Criminal Justice from Troy University, and a Bachelor of Arts in English from Frostburg State University.
Under her leadership, MSCHE has advanced its strategic priorities through innovative initiatives, such as launching the “Pillars of Change” podcast, which highlights effective institutional practices in diversity, equity, and inclusion. Dr. Perfetti has played a pivotal role in revising the MSCHE Standards for Accreditation, ensuring they reflect current values centered on institutional mission, student experience, and data-driven innovation.
As of July 1, 2024, Dr. Perfetti serves as Chair of the Council of Regional Accrediting Commissions (C-RAC) following two years as Vice-Chair. She has been involved in significant advocacy efforts, representing accrediting agencies in various capacities, including as a primary negotiator on the U.S. Department of Education’s Affordability and Student Loans Committee.
Dr. Perfetti has been recognized for her contributions to higher education, including on City & State Pennsylvania’s Higher Education Power 100 List and City & State New York’s 100 Power List. She frequently shares her insights on accreditation and higher education through various platforms and publications, including podcasts and industry magazines.
